Born Annette Baugh in Buffalo, she attended St. Mary's School and Grover Cleveland High School. She was a graduate the University of Buffalo.
She worked for the Erie County Department of Social Services from 1967 to 1977. Since 1978, she was administrative director of the Child and Family Services Program at St. Augustine's Center.
